In my opinion this must be promoted extremely hard. Starting in schools and get the churches especially catholic to begin promoting this and start the white shaming from the pulpit. They will eagerly comply.
To make the transition quick make white men feel needed but fluffing and clean up. Encourage and reward. No cages no humiliation just normalization. The rest will follow as a natural evolution.
